As governments increasingly explore digital assets as part of long-term economic strategies, Bhutan is taking another step toward institutionalizing its Bitcoin holdings. Canadian digital asset investment firm 3iQ Corp. has partnered with Gelephu Mindfulness City (GMC), Bhutan’s Special Administrative Region, to help develop what both organizations envision as a global digital asset fund ecosystem.
Under the agreement, 3iQ will manage a dedicated investment mandate backed by a portion of GMC’s Bitcoin treasury while establishing a long-term operational presence in Gelephu. The partnership also includes knowledge transfer initiatives, local talent development, and support for building Bhutan’s emerging digital offshore financial center.
The announcement signals that Bhutan is moving beyond simply accumulating Bitcoin toward deploying those holdings through institutional asset management—a strategy that could differentiate the country from other governments experimenting with digital assets.
From Bitcoin Holdings to Institutional Asset Management
The partnership follows Bhutan’s announcement in December 2025 that up to 10,000 Bitcoin from the country’s national reserves would be allocated to support the development of Gelephu Mindfulness City.
Rather than holding the digital assets passively, GMC is now beginning to deploy a portion of those reserves through professional investment management. Selecting 3iQ reflects a broader trend in the digital asset industry, where institutional investors increasingly prioritize governance, compliance, and risk management alongside returns.
For 3iQ, the mandate represents one of the most prominent sovereign-backed digital asset management engagements announced to date.

Gelephu Mindfulness City is positioning itself as more than a cryptocurrency-friendly jurisdiction. The broader objective is to establish a fully developed ecosystem capable of attracting global asset managers, investment firms, fintech companies, and digital finance professionals.
According to GMC Board Director Jigdrel Singay, 3iQ was selected not only for its experience managing institutional digital assets but also for its commitment to developing local expertise through education and knowledge transfer.
That emphasis on workforce development suggests Bhutan is aiming to build long-term financial infrastructure rather than simply offering regulatory incentives to international firms.
The partnership includes plans for 3iQ to establish an ongoing presence in Gelephu, creating opportunities for collaboration with local professionals as the ecosystem expands.
Why the Partnership Matters
Governments worldwide have largely approached Bitcoin in one of three ways: regulating it, taxing it, or adding it to strategic reserves. Bhutan is pursuing a comparatively uncommon fourth approach—leveraging national Bitcoin holdings as part of a broader economic development strategy.
If successful, GMC could emerge as a regional center for institutional digital asset management, competing with established financial hubs that are increasingly embracing tokenized assets, blockchain-based finance, and regulated cryptocurrency investment products.
The initiative also highlights the growing maturity of the digital asset sector. Institutional-grade custody, governance frameworks, and professional portfolio management are becoming prerequisites for attracting sovereign capital and large-scale investors, replacing the speculative narratives that dominated earlier phases of crypto adoption.
