El Salvador Launches Sivar for Digital Payments

The Government of El Salvador and technology company Modveon have launched Sivar, a national digital platform combining verified identity, community networks, public information, payments and AI-powered services. The five-year agreement makes Sivar the first national deployment of Modveon’s Verified Operating System, with the platform also targeting cross-border money movement between the United States and El Salvador.

El Salvador is putting digital identity, community engagement and payments into a single consumer platform with the national launch of Sivar, developed and operated by U.S.-based technology company Modveon under a five-year agreement with Salvadoran public institution AAB.

The platform is designed for Salvadorans in the country and abroad, as well as people and organizations connected to El Salvador. Rather than operating solely as a digital wallet or government-services portal, Sivar combines verified identities, local communities, institutional communication, social features and money movement in one application.

Modveon describes Sivar as its first national deployment of its proprietary Verified Operating System, which combines identity verification, trusted connections, payment infrastructure and AI-powered services. The company says the platform was tested through a phased rollout involving more than 25,000 Salvadorans before the national launch.

The identity layer is central to the model. Salvadoran users verify their accounts using the Documento Único de Identidad (DUI), while addresses can be used to connect users with relevant national, departmental, municipal and district-level communities. Sivar’s documentation says government identity-verification processes are involved in validating users and assigning them to geographic communities.

That architecture reflects a broader shift toward digital public infrastructure, where identity, payments and trusted data exchange become building blocks for digital services. The World Bank identifies digital identity and digital payments as core components of DPI that can support transactions across both public and private sectors.

Sivar also enters a market where remittances are economically significant. World Bank data shows that personal remittances received by El Salvador represented 27.5% of GDP in 2025. The country is closely connected to the United States through both trade and remittance flows.

The platform’s wallet therefore represents an important part of the deployment. Sivar supports transfers between verified users and cross-border money movement between the United States and El Salvador. Its published fee schedule sets a $2 processing fee for eligible cross-border transfers, while domestic wallet-to-wallet transfers within either country carry no processing fee. The company distinguishes the cross-border charge from separate funding or cash-withdrawal fees.

Sivar’s wallet can also be funded through supported methods in the United States, while Salvadoran users can withdraw cash through participating locations. The platform’s FAQ says users can send money to verified recipients through handles or QR codes and receive a withdrawal code for supported cash-out locations.

The payments architecture is notable because Modveon is combining consumer-facing digital payments with a verified social and institutional network. The company’s legal documentation also establishes AML/KYC requirements for its services, with separate contracting entities for users in the United States and El Salvador.

On the community side, Sivar organizes conversations around geography and public-interest topics. Users can participate in national and hyperlocal communities, while private messaging is separated from public community posts. The platform also supports live conversations, polls and direct engagement with participating officials and community leaders.

For public communication, Sivar separates official announcements from member-generated content. During major events, its Megathreads are designed to bring institutional updates and community discussion together. That creates a different model from conventional social networks, where government announcements can compete with an enormous volume of anonymous or algorithmically ranked content.

Content governance is consequently another major component. According to the launch materials, Sivar combines automated detection, AI-powered moderation, reporting mechanisms and human review to address spam, abuse, fraud and misinformation.

The combination of verified identity and content governance could make Sivar relevant to the broader trust infrastructure market. Digital platforms increasingly need mechanisms to distinguish people, organizations and institutions from anonymous accounts, particularly as AI-generated content makes traditional approaches to online authenticity more difficult.

There are also implications for open banking infrastructure and embedded finance. Sivar is not simply connecting an existing bank account to a social application; it is building payment functionality directly into a broader digital environment. That follows the same industry direction in which wallets, payments and financial services increasingly appear inside non-bank digital experiences.

The World Bank’s identification research estimates that 2.8 billion people still lacked access to a government-recognized digital identity for secure online transactions, based on its latest global dataset. El Salvador is among the countries that have launched an advanced digital ID system since 2021, according to the World Bank’s ID4D program.

For Modveon, the national rollout also provides a real-world test of whether its infrastructure can scale beyond a conventional fintech application. The company’s newsroom describes the Verified Operating System as reusable infrastructure for verifying people, connecting communities and moving money, with Sivar serving as its first national deployment. Modveon says it has raised $10 million from investors including AAB, Coinbase Ventures, Humla Ventures, Strategic Cyber Ventures and Firebolt Ventures.

The bigger technology story is therefore the convergence of digital identity, social infrastructure, public-sector communication and payments. If Sivar expands its network of institutions, businesses and services as planned, its value will depend less on any individual feature and more on how many everyday interactions can occur within a verified digital environment.

For digital payments platforms and fintech infrastructure providers, the launch highlights another potential path for payments growth: embedding money movement into national or community-oriented digital ecosystems rather than treating payments as a standalone destination.

Market Landscape

Sivar sits at the intersection of digital public infrastructure, fintech wallets, cross-border payments, digital identity and trusted online communities.

The model differs from conventional remittance apps by placing payments alongside identity and community functionality. It also differs from government portals by incorporating peer-to-peer transfers, private messaging and social participation.

The approach is consistent with the World Bank’s broader DPI framework, which links digital identity, payments and trusted data infrastructure with more efficient digital public services.

El Salvador’s unusually high remittance exposure gives the payments component particular relevance. With remittances equivalent to 27.5% of GDP in 2025, digital tools connecting Salvadorans in the United States with recipients at home operate within an economically important cross-border payments corridor.

At the same time, the national nature of the deployment introduces questions around privacy, governance, cybersecurity, identity assurance and institutional accountability. Sivar’s published privacy policy states that the service processes government-issued identity information, addresses and transaction records, while its terms reference Salvadoran data-protection, digital-assets and AML legislation.
