CSWR Promotes Finance Executive as Utility Accelerates AI and Infrastructure Growth

Central States Water Resources (CSWR) has promoted Spencer Hoppes to Assistant Vice President of Finance & Information Technology, expanding his leadership role as the rapidly growing water and wastewater utility continues investing in financial systems, enterprise technology, and artificial intelligence.

The appointment comes as CSWR continues an aggressive growth strategy through acquisitions while modernizing critical water infrastructure across multiple U.S. states.

Expanded Leadership Across Finance and IT

Hoppes, who joined CSWR in 2020, will retain oversight of the company’s Information Technology functions while taking on broader executive responsibilities across:

  • Budgeting and financial planning
  • Internal financial reporting
  • Financial benchmarking
  • Strategic business analysis

The expanded role reflects the growing convergence of finance and technology within infrastructure businesses, where data analytics and digital platforms are becoming central to operational decision-making.

Senior Vice President of Accounting & Finance Brent Thies credited Hoppes with helping build the financial and operational framework that has supported CSWR’s rapid expansion, highlighting his ability to combine financial expertise with technology-driven innovation.

Supporting One of America’s Fastest-Growing Water Utilities

Founded in 2014, CSWR has grown into the 10th-largest investor-owned water and wastewater utility in the United States.

Today, the company owns and operates more than 1,000 utility systems serving nearly 500,000 customers across:

  • Arizona
  • Arkansas
  • Florida
  • Kentucky
  • Louisiana
  • Mississippi
  • Missouri
  • North Carolina
  • South Carolina
  • Tennessee
  • Texas

CSWR also says it has become the nation’s largest owner and operator of domestic wastewater treatment systems.

Since 2019, the company has completed more acquisitions than the next five investor-owned utilities combined, underscoring its aggressive consolidation strategy within the fragmented U.S. water sector.

AI and Enterprise Technology Play a Larger Role

During his tenure, Hoppes has supported financial planning, acquisitions, forecasting, executive reporting, and long-term strategic planning.

He has also played a role in deploying new enterprise software and integrating artificial intelligence into business operations.

According to the company, those technology initiatives have helped improve operational efficiency, streamline platform integrations following acquisitions, and provide better support for field operations managing water and wastewater infrastructure.
