Luzern Risk Raises $45M to Scale AI-Native Insurance Platform

Luzern Risk has raised $45 million in Series B funding to expand an AI-native platform designed to automate and accelerate the creation and administration of captive insurance programs, bringing enterprise AI further into a traditionally complex, document-heavy part of the insurance industry.

The round was led by Insight Partners, with participation from Trust Ventures and existing investor Caffeinated Capital. Luzern Risk said the capital will be used to develop its AI capabilities, systemize operational workflows and expand services across the alternative risk ecosystem.

Captive insurance is a structure in which a company creates or participates in a regulated insurance entity to finance risks tailored to its own needs. The model has historically been associated with large corporations because establishing and operating a captive can involve specialized underwriting, compliance, actuarial, regulatory and administrative work.

Luzern Risk is attempting to make that process more technology-driven. Its platform is designed to reduce the time required to launch and administer captive programs while giving risk owners better access to information and operational workflows.

That approach reflects a broader shift in insurance technology. AI is increasingly being applied to underwriting, risk assessment, document processing and other workflows that depend on large volumes of structured and unstructured information.

For Luzern Risk, the opportunity extends beyond automating individual tasks. The company describes its longer-term goal as infrastructure that can connect captive owners with brokers, fronting carriers, reinsurers and advisors. Standardized digital workflows could make it easier for those participants to exchange information and manage risk across the captive lifecycle.

The technology challenge is significant. Captive programs involve financial and regulatory decisions where AI-generated output cannot simply replace human oversight. Enterprise buyers will need auditability, reliable data, security controls and clear accountability alongside automation.

The competitive landscape is also broader than captive-specific software. Insurers and technology providers are deploying AI across underwriting, claims, pricing and back-office operations, while cloud and AI ecosystems from companies such as Microsoft, Amazon and NVIDIA provide the underlying infrastructure for increasingly sophisticated enterprise applications.

McKinsey estimates that AI could unlock $50 billion to $70 billion in insurance-industry revenue, while its research also points to a progression from predictive analytics toward generative and agentic AI across insurance workflows.

Luzern Risk’s Series B therefore represents more than another insurtech funding round. It reflects an effort to apply AI to the operating infrastructure behind risk financing, where automation could eventually influence how companies structure, administer and analyze insurance programs.

Market Landscape

Insurance remains a data-intensive industry with significant manual and legacy workflows. McKinsey reports that AI leaders in insurance have generated substantially higher shareholder returns than laggards over the past five years, while newer generative and agentic AI systems are expanding into underwriting, claims and back-office processes.

The captive market adds another dimension because the technology must operate within regulated financial processes involving multiple stakeholders. For enterprise risk teams, the value proposition is therefore likely to depend less on AI novelty and more on whether platforms can combine automation with reliable controls, explainability and domain-specific expertise.
