United Overseas Bank (UOB) and Amazon Web Services (AWS) plan to explore a dedicated cloud environment in Singapore as part of a proposed hybrid infrastructure model for banking in Southeast Asia. United Overseas Bank (UOB) and Amazon Web Services (AWS) plan to explore a dedicated cloud environment in Singapore as the foundation for a proposed hybrid infrastructure model for banking across Southeast Asia. Announced on 9 October 2026, the memorandum of understanding brings together UOB’s regional banking operations and governance framework with AWS cloud, data, and artificial intelligence capabilities. The initiative will focus on Singapore, Malaysia, Thailand, Indonesia, and Vietnam.

The agreement is a plan to explore the architecture and potential applications, not confirmation that a new system has already been fully deployed. Its significance lies in how the two companies intend to address a central challenge for regional banks: modernising technology while managing security, operational resilience, regulatory obligations, and data residency requirements across multiple jurisdictions.

A hybrid model for regulated banking

Under the proposed model, UOB’s systems and data would operate across on-premises infrastructure and cloud environments, supported by an isolated cloud extension that could be deployed strategically in specific countries or jurisdictions. The dedicated environment described in the announcement would be located in Singapore, with configurations intended to support regulatory requirements in UOB’s five ASEAN markets.

Hybrid infrastructure gives organisations more choice over where workloads run and how systems connect. For a bank, that flexibility can be important when certain applications or datasets require specific controls, while other workloads may benefit from cloud-based computing, analytics, and AI services.

However, cloud location alone does not establish regulatory compliance. Banks must also consider data access, processing, backup and recovery, operational oversight, third-party risk, and the rules that apply in each jurisdiction. The implementation details will therefore matter as much as the architecture’s headline design.

UOB and AWS describe the collaboration as a first-of-its-kind hybrid cloud initiative for banking in ASEAN. That is the companies’ characterization; the announcement does not provide a comprehensive comparison with other banks’ existing hybrid-cloud arrangements. The more substantive test will be whether the model can support UOB’s operational and compliance requirements while enabling practical technology upgrades.

AI and analytics are key areas of exploration

Beyond infrastructure, the MoU identifies data and analytics, AI-powered customer engagement, and conversational banking as areas for further exploration. These applications could help the bank develop more personalised services and improve how customers interact with digital banking channels, although the companies have not announced specific customer-facing features or launch dates.

The agreement also builds on UOB’s existing Enterprise GenAI Platform (EGP). UOB plans to explore Amazon Bedrock, AWS’s managed service for building generative AI applications, as a way to support development and deployment of AI solutions across the bank.

Potential use cases range from employee productivity tools to enterprise applications. In a banking context, such tools could support internal knowledge access, summarisation, service workflows, and other tasks, depending on how they are designed and approved. These are possible applications of the technology, not confirmed deliverables under the announcement.

Deploying generative AI in financial services also requires more than access to a model. Banks need appropriate data controls, testing, monitoring, human oversight, and safeguards against inaccurate or inappropriate outputs. Customer-facing uses can introduce additional considerations around privacy, transparency, and the handling of sensitive financial information.

Skills and workforce readiness

The collaboration will also explore AWS learning and enablement programmes intended to strengthen UOB employees’ cloud, AI, data analytics, security, and compliance skills. Workforce training is an important component of technology adoption: institutions need staff who can assess new tools, manage risks, and integrate them into business processes.

UOB’s Lawrence Goh, head of Group Technology and Operations, said the bank views AI as a transformative capability that requires a secure and resilient technology foundation, strong governance, and ecosystem partnerships. AWS APAC vice president and managing director Jaime Vallés said the collaboration is intended to help UOB improve customer experiences and develop cloud and AI skills across its workforce.

Neither company disclosed a financial commitment, a delivery timeline, or quantified targets for productivity improvements, customer adoption, or cost savings. Those measures will be important in evaluating the collaboration’s eventual business impact.

What the partnership signals for ASEAN banking

The proposed model reflects a broader challenge for regional financial institutions: they need to use cloud and AI to improve services while maintaining control over critical systems and sensitive data. A dedicated cloud environment combined with hybrid architecture could offer one approach, but its effectiveness will depend on implementation, regulatory engagement, resilience testing, and day-to-day governance.

For UOB, the agreement could provide a framework for exploring new digital capabilities across five markets without treating technology modernisation as a simple move from on-premises systems to public cloud. For AWS, it represents a collaboration with a major regional bank around infrastructure and AI in a highly regulated industry.

The next milestones to watch are concrete architecture decisions, the first use cases selected for testing, workforce training plans, and disclosures about how the proposed environment will operate across different regulatory settings. Until those details emerge, the MoU is best viewed as a strategic exploration of how cloud and AI can be adopted within the constraints of regional banking.
